Nobody wins the humanoid race.
The factor that may decide the race is not even on the robot: it is the hands. A human hand has 27 degrees of freedom. The next breakthrough could come from a reliable, precise, durable hand produced at scale.
France has engineers, precision mechanics, machining, metrology and the laboratories required. It may not be necessary to win the race to build the complete humanoid: producing the component others cannot make could be enough.
